Requirements for Grassroots Arts Agencies


Decisions relating to the use of Grassroots Arts Program funds are made at the local level through the Grassroots Arts Agencies. While the agencies make these decisions independently, they are required to adhere to the requirements of the Georgia Council for the Arts in the administration of their programs. Continuation as a Grassroots Agency is contingent upon the following:

  • CREDIT REQUIREMENTS: Organizations receiving funds through the Grassroots Arts Program - both the GAP agency, and those receiving funding from the Agency - are required to use the Grassroots logo, and a specified statement of credit in all printed materials. See GAP CREDIT REQUIREMENTS.

  • DIVERSITY: The Grassroots Arts Program must be planned and implemented by the GAP Agency with participation from each of the counties in the GAP Region.  The program must ensure fair and equal access to participation in this competitive grant program for all members of the general public.  GAP Sub-Grantees and the Advisory Committee should also reflect the diversity of gender, age, occupation, race and ethnicity of the counties served.

 

  • APPROVED USE OF GAP FUNDS:  GAP funds should support arts programs and services as broadly as possible.  Approved sub-grantee projects should create opportunities for community-wide access to the arts, target underserved populations, and/or contribute to activities that have a positive impact on community development.  Funded activities must be accessible and available to the general public or designed as outreach to specific underserved populations. Funds may support art activities only and must adhere to all GCA funding restrictions as laid out in the GAP Guidelines.

  • REPORTS AND FINANCIAL RECORDS: Grassroots Arts Agencies are required to maintain financial records that properly account for the expenditure of GAP funds and to provide reports as specified by contract. Information required to be reported to the Georgia Council for the Arts includes, but is not limited to:
    • Applications received
    • Applications funded/not funded
    • Contact information regarding subcontractors
    • Reports from subcontractors on GAP-funded projects
    • Information on allocated funds not subcontracted
    • Final reports
    • Other information, upon request

IT IS INCUMBENT ON EVERY GAP AGENCY TO KEEP ACCURATE RECORDS AND TO MEET ALL GEORGIA COUNCIL FOR THE ARTS DEADLINES.

 

  • COMMUNICATION: Each Grassroots Arts Agencies is responsible for broadly promoting the program throughout the region served, and for promptly responding to queries from applicants and potential applicants. In addition, the Grassroots Arts Agency must clearly outline the process and how funding decisions are made to its Advisory Committee and Sub-Grantees.
